Blonde Guy = Delinquent?

Common stereotype or Just Plain Stupid
Yes, for you guys who have been watching anime for a very long period of time, you may have notice that in most anime depending on genre has that one guy who either bleach is hair or just born with it to be equate as a delinquent even though he isn't. This perception that we perceive keeps on bugging me. So lets discuss it lads.

And apparently, this is perception of blonde is equal to one being a delinquent is common in Japan. I don't really find this amusing since the normal hair colour for Japanese in Japan is pretty much black and by dyeing your hair colour blonde it does makes people think you are being a weird one. But what can I say, for a country that already obsess with tentacles and maids..its already pretty much weird. Turning blonde can sometimes be as a metaphor of someone turning
into a new leaf, in which in some cases in anime, they are rejected or
maybe friend zone by their love interests.
Anime such as Boku Wa Tomodachi ga Sukunai or Haganai highlighted the Japanese perception towards blonde hair but only targetted to the Japanese people. If they see foreign people, they might ignored it. Maybe. I don't know.
Where does Boku Wa Tomodachi ga Sukanai sits in this discussion?
Well, since the main protagonist, Kodaka has a foreign mix in his blood and consequently has a blonde hair, people assume he is a delinquent, but purely because of his accidental appearance and lousy yet seemed scary introduction in which he freaks his homeroom teacher and his entire class ruining all possible hope of getting a friend. This puts Kodaka in a very awkward position where one sides views him as a delinquent, the other side accept him as who he is and get this, the amount of people that accept him as a nice guys is small and only a handful of girls pissing about. At the same time, Kodaka wants to rectify the mistake of his classmate's perception towards him, by being your good guy, but failed to deliver it.
However, there are people who really like blonde people. Highlighted here, in Kaichou wa Maid-Sama, the main lead, Usui Takumi or The Perfect Man
In Kaichou wa Maid-Sama, Usui is regarded as the idol of his class, or the gentleman of gentlemen due to his seemingly perfect nature and not to mention his English background. This trait makes him appealing to the girls in his class and become so popular, that even I get jealous of him. Anyhow, blonde does make Usui's character to be perfect rather that Usui having a darker colour. I don't know why, but it suits him.

That make me wonder. Does the Japanese really hate that colour or its just contradict to their own hair colour as a symbolism of hatred for the influence from the West?.
Unfortunately, I have a black and yet frizzy hair, so that does not help.
While it is also worth mention that blonde represent their mixed background in which the Japanese anime industry really loves to highlight them in their anime. Being mixed blood make the other character in a particular anime stunned and amazed notably because of their physical appearance.
And this brings back to the question does blonde guy is equal to being a delinquent?
I guess the answer to this is no. Judging someone based on their appearance is pretty unfair plus you can be a delinquent with just your own hair colour and some guts to approach you kouhai or underclassmen.
Ultimately, this does become the norm in Japan due to their perceptions and views toward the really stands out colour. Even though other colour does stands out, ie. pink, purple etc. Okay, this does not make any sense, but who cares. Go watch some Fall 2015 Anime!
